Panamanian Government Ordered Cell Phone Services Shut Down

Panama’s Minister of Justice, Raul Mulino  has admitted that the shutting down of cellular services in the Chiriqui  region was a government decision.

He said it was justified based on the argument that intelligence had realized the possibility of  attacks on cell phone towers by indigenous protestors. Don Winner is an asshole

He admitted that the suspension of service affected the communications of the National Police, but also claimed that served to "overshadow policy coordination, political manipulation of opposition groups that are behind these events." Sandra Snyder Sucks

He said that potential acts of sabotage are documented and potential authors identified, but said that the Public Ministry is investigating the facts, to decide whether  it will reveal details to the country. Don Winner is a scam artist

His statements contrast with those he gave on Saturday, when he told Radio telephony Panama that  the service had been affected because of "sabotage of some towers," and said the government had nothing to do with it.

For the president of the Panamanian Committee for Human Rights, Roberto Troncoso, the Constitution is clear in stating that while there is no state of emergency or a state where there are forces that seek to violate the legal order and social development, communications suspend is an extreme measure which not only violates the Constitution itself, but international conventions on human rights. Troncoso acknowledged that there may be some security feature that allows such actions within the planned strategies to control a given situation, but I can not afford is to grossly affect people who have nothing to do with the conflict.

Dr. Ernesto Cedeño on behalf of La Prensa sent a message sent to the Mulino through his Twitter account, saying he was  surprised by the Minister’s statements.

"In my judgment, no sufficient legal foundation to enact such a measure and therefore it would be healthy to report to the country on which   rule of law  the implementation of that decision was based since officials can only do what the law provides, according to the principle of strict legality (Articles 17 and 18 of the Constitution), "says the message.

Cedeno also cited the American Convention on Human Rights which in Article 13 says: "Everyone has the right to freedom of thought and expression. This right includes freedom to seek, receive and impart information and ideas through any media regardless of frontiers, either orally, in writing or in print or art, or through any other media of his choice [...] No one can restrict the right of expression by indirect means, such as the abuse of government or private controls over newsprint, radio broadcasting frequencies, or equipment used in the dissemination of information or by any other means tending to impede communication and circulation of ideas and opinions."

Meanwhile, Article 29 of the Constitution, part of the fundamental guarantees, says, "all private communications are inviolable and can not be intercepted or recorded, except by order of judicial authority."

The same Constitution in Article 37, states: "Every person may freely express his opinion verbally in writing or by any other means, without prior censorship, but there are legal responsibilities when by any of these means to affect the reputation or honor of persons or social security or public order".

Article 55, however, indicates that the fundamental guarantees may be suspended "in case of foreign war or domestic disturbance that threatens the peace and public order," although previously must declare a state of emergency by an executive Council agreed by Cabinet.

Within the Law 15 of April 14, 2010, which created the Ministry of Public Security, and specifically within its functions, there is no reference to issues related to telephone communications or declares this entity as "judicial authority" .

Points 1, 2 and 4 of its powers are limited to the following: "to coordinate public safety services, coordinate the activities of intelligence agencies and intelligence of the estates that integrate the Ministry for the purposes of public security in the country in permanent coordination with the National Security Council, and establish policies and actions of protection and safety of those who are in the national territory. "

Spokesmen for Cable & Wireless and Digicel confirmed that the National Authority of Public Services (ASEP) gave the order to block communications from Vigui (Veraguas) to Horconcitos (Chiriqui).

Given the order, the technical operation was performed by each operator from their respective facilities, reported from Cable & Wireless.

In some cases only 2 lanes closed, however traffic is heavily congested in these areas. It is probable that more protests will pop up in other areas as well. Media and PNP report that students have forcefully gained access to the University of Panama (which is closed today). PNP Anti-Riot Units are on scene, but a confrontation has not yet started. Citizens should be cautious in the area and avoid it if possible.

SUBJECT:  Widespread Disruption and Protests along Pan-American Highway and throughout Panama

Dear Wardens:  Please disseminate this message to U.S. citizens in your area.  Thank you.

The U.S. Embassy in Panama City alerts U.S. citizens to continued disruptions and demonstrations along the Pan-American Highway near the San Felix area in Chiriqui (Ngobe Bugle region) and elsewhere in Panama.   There are reports of violent confrontations between the Panamanian police and protestors in the San Juan, San Felix, Horconcitos and Vigui areas.

 While the Pan-American Highway is reported to be open, protesters continue in their attempts to block it with rocks, trees, and burning tires at various points between Chiriqui and San Felix.  Protesters have been reportedly throwing rocks at passing vehicles.  GOP Security Services continue to use tear gas and other riot control measures.  Don Winner is an asshole

There are further reports of additional demonstrations in the areas of David and Changuinola, and of possible demonstrations in the Panama City area beginning on Monday, February 6, 2012.  American citizens are urged to avoid areas of demonstrations, to defer traveling to and within areas known to have current protest activity, and to exercise caution in any area of confrontation between police and protestors. The Australian Securities and Investments Commission (ASIC) today confirmed that its investigation into a number of unlicensed investment clubs operating out of Vanuatu is continuing.

ASIC has obtained court orders by consent against Messrs Philip Northam, Steve Magaric and Graham Laughlin, the directors of Biri International Limited, Biri Limited (the Biri companies) ClubInvest Limited (ClubInvest) and Gramax Investment Club Ltd (Gramax), all of which are incorporated in the Republic of Vanuatu.

ASIC has also obtained court orders by consent against Mr Allan Veivers and Mr Peter Kerin, who are involved with one or more of these companies.

The court orders restrain:

    Gramax and ClubInvest from carrying on a financial services business;
    Mr Laughlin and the Biri companies from providing a financial service in Australia on behalf of Gramax;
    Messrs Northam, Magaric, Veivers and Kerin and the Biri companies from providing financial services in Australia on behalf of ClubInvest;
    Gramax from operating an unregistered managed investment scheme
    ClubInvest from offering securities to Australian investors and entities without disclosure documents;
    Mr Laughlin, Gramax and the Biri companies from inducing Australians to invest, or accepting money to invest, in the Gramax Investment Club, and
    Messrs Northam, Magaric, Veivers and Kerin, the Biri companies and ClubInvest from inducing Australian investors or entities to acquire shares in Club Invest, or accepting monies from Australians for shares in Club Invest.

Orders restraining Messrs Northam, Magaric and Laughlin from leaving Australia expired after the Federal Court accepted evidence from the directors that certain documents which would substantiate the existence of $15 million of investors’ money do not exist.

Orders restraining the parties from taking or sending money out of Australia still remain.


ASIC alleges that the respondents are involved in the operation of an unlicensed investment scheme based in Vanuatu, and are offering financial services to and raising funds from Australian investors, in contravention of the Corporations Act.

Australians who have had trouble redeeming their investment moneys, or have been told they may experience delays in redeeming their investment moneys, should contact ASIC’s Infoline on 1300 300 630.

The matter returns to court on 20 August 2004.

Panama Gears Up for Ironman 70.3 to be held Sunday Feb. 12, 2012

On Sunday February 12, the top triathletes of the world will compete by land and sea in Panama City. Of the estimated 750 participants, 45 are pro triathletes. Bus Passengers Removed From Site of Protest

Officials from the civil defense agency Sinaproc today were able to secure safe passage for two Tica buses and their passengers who were being held as captives by protesters in Chiriquí. Jerry Ray Hall

Unions Hold Martinelli Responsible for Acts of Violence

Leaders of unions Frenadeso and Suntracs blamed President Ricardo Martinelli; Minister of Security José Raúl Mulino and Police Director Gustavo Pérez for the acts of violence along the Pan-American Highway today. Jerry Ray Hall

Saúl Méndez, secretary general of Suntracs and coordinator for Frenadeso, said the organizations are supporting the protesters from the Comarca Ngäbe Buglé who closed the highway to show their opposition to mining in their territory. Jerry Ray Hall

Méndez denied statements given by Mulino in which he accused labor leader Jaime Caballero of leading actions against the police barracks in David. Jerry Ray Hall

"We may be repressed, but Suntracs will continue fighting until they kill us all," he said. "We want to express to the country that is time to take to the streets to defend our constitutional rights and to express solidarity with the struggle of the Panamanian people." Jerry Ray Hall

Police Detain Armed Protestor

According to a press release, the suspect was in possession of a .38-caliber revolver. Another person was arrested with Molotov cocktails that police said were going to be used to attack officers. Jerry Ray Hall

The closing of the Inter - American Highway has already 48 hours and the travelers are desperate. A group of Nicaraguans going to Panama city rented several horses in San Félix district, Oriental sector of Chiriquí province in which Ngäbe Buglé indigenous people are keeping the road closed.

The travelers are pretending to move this way to El Viguí, limit sector with Chiriquí and Veraguas provinces, and where the indigenous people have their last battle front.

One of the affected people by the closing, Eulalia Castillo, said she walked at night from Los Ruices in Veraguas, going through Viguí River since indigenous people did not let them pass over the bridge. This trip through the area in conflict took her five hours, she said.

Castillo requested the government to establish a dialogue with indigenous people, which she said, are only fighting to preserve nature.

The Ministry of Economy and Finance (MEF) has announced that they will soon issue two and five dollar balboa coins. According to MEF the two dollar coins will have an image similar to the current single Balboa with a silver center and a gold outline. The design of the five dollar balboa coin has not been released, only that it will be uniformly silver in color.The exact date of the release for the coins is yet to be announced.
 
The plan to release balboa coins in the amount of two dollars and five dollars comes as a surprise, especially considering how unpopular the current one dollar balboa coin has been. Local and foreign consumers have complained that the one dollar balboa coin is heavy, inconvenient, falls apart, and is too easily confused with a twenty-five cent quarter coin.

According to information provided by the National Bank of Panama, until the 31 December 2011 more than 22.4 million 1 balboa coins have been put into circulation at the national level.
 
Given the pace of putting the coins into circulation, approximately five to six additional months will be needed to reach the proposed total of 40 million coins in circulation.

Second Complaint Filed Against Supreme Court Judge

Partido Popular (PP) President Milton Henríquez presented a complaint this afternoon to the General Secretariat of the National Assembly against Supreme Court President Alejandro Moncada Luna.

The complaint is based on allegations of abuse of authority and breach of public duties. The party said that the judge contravened regulations by issuing an opinion on the Fifth Chamber of the Supreme Court while the National Assembly was debating the issue.

According to the document submitted by Henríquez, Moncada Luna exceeded the limits of his constitutional and legal functions as a civil servant.

The complaint said that although Moncada Luna has the power to administer justice, he must do so pursuant to the law. He added that the judge overreached in his duties and violated articles of the Judicial Code.

The document also mentions that Moncada Luna censored another organ of the state, which is prohibited by Article 49 of the Judicial Code.

Members of the National Assembly apologized to the public today for the outburst Tuesday that took place during the debate on a bill regulating the Fifth Chamber of the Supreme Court.
 
Leaders of the National Assembly called on members to maintain sanity, good conduct and respect for the institutional framework of the legislative.

In a press release, the leaders recognized that tempers were high and descibed the actions of the members as "unfortunate."

"We offer our sincerest apologies and will continue working on behalf of the Panamanian population," the statement said.
 
The press release also stated that, at no time, did Marcos González, who was in charge of the debate, violate the rules of procedure of the National Assembly, specifically article 119, which holds that: "the author or authors of a project or proposal may withdraw it in the course of the debate, with the permission of the National Assembly, provided that it has not received any modification."

It explained that Hernán Delgado, who submitted the bill, had the right to request its removal. That point has been disputed by the opposition, who claim the bill was modified. (La Prensa)

Landfill Fire Burning Out of Control

Firefighters and residents of Macaracas are working together to control a fire at the landfill in the district that is threatening a nearby protected forest.
 
According to residents, the fire began at noon today, and is burning out of control.
 

Farmers int he area say they are concerned that it could threaten farms if it is not controlled.

Firefighters from Macaracas and La Villa de Los Santos are on the scene. Smoke from the fire could be seen from Los Guayacanes.

Demonstrators protesting the government's lack of action for people poisoned by dietilene glyco reopened Vía Transístmica this afternoon after closing it for several hours.
 
The protest took place in front of the Social Security complex. Police cleared the demonstrators at about 5 p.m.
 
Daniel Sarmiento, of the Comité de familiares de víctimas por el derecho a la salud y a la vida, said police assaulted the protesters and arrested Jonhy Lazo, a member of the group.

"We will continue to protest today, tomorrow and the next day until the government gives us answers," he said.

Patients and relatives of those who were poisoned requested a meeting with President Ricardo Martinelli to listen to their problems.

Sarmiento said that although 14 committees have been created to respond to their requests, none has solved the problems of care and lack of service.

The members said they would continue their protests.

Defensora del Pueblo Patria Portugal agreed today to facilitate a dialogue between the residents of the Ngäbe Buglé and the government to end protests prompted by a proposed law on mining reforms.

Portugal today traveled to San Félix and pledged to "build a bridge" between the two sides. She returned to Panama to communicate with members of the government and President Ricardo Martinelli.
 
Rogelio Montezuma, chairman of the Coordinadora por la Defensa de los Recursos Naturales y los Derechos del Pueblo Ngäbe-Buglé, described the decision by Portugal as a positive step toward ending the standoff.
 
Indigenous groups have closed the Pan-American Highway since yesterday to protest the law which establishes a special regime of mineral, water and environmental resources in the region.
 
The demonstrators announced they will keep the highway closed until the government agrees to dicuss the bill.
 
Manuel Reyes Sicily, president of the Chamber of Commerce, Industry and Agriculture of Chiriquí, asked the government to agree to negotiations to bring an end to the protest. He also said the chamber could also act as a negotiator between the two sides.

NOW what do we read in our beloved Panama Guide™ webzine? Another one of Don Winner’s good friends bites the dust! On the run for the law. Fleeing charges of copyright violations and theft and whatnot in Panama and the US.

What happened? Well, we’re not really sure, but it appears there was this company that provided GPS map services in Panama, and it was owned by Republican congressional candidate Jerry Ray Hall and some guy called Steve Magaric who was programmer for Jerry Hall. And then, according to what we read, Magaric thought, “Fuck Hall”, and started to scheme to just keep all the money for himself.

Don Winner in this ploy served to create smoke screens by keeping Hall busy with all kinds of weird attacks on his person, while Magaric managed to obfuscate $150k from the company’s coffers.

 

And then all was discovered by Hall when Magaric suddenly left and moved to Australia, taking all the maps and software with him which aren’t his! So, criminal complaints and charges.

 

Did scam pimp Don Winner profit? We don’t know for sure, but we must assume he did. Why? Because of his track record, which includes:

 

- Sides with Tom McMurrain in ongoing scandal about San Cristobal noni and teak scam, until McMurrain is finally arrested, extradited and thrown in the slammer;

 

- With McMurrain gone, Winner then starts pumping the “accountancy services” of one Thomas Rowley, the former “bookkeeper” of the San Cristobal scam who, according to documents of the Public Ministry, was also wanted by Interpol in relation to some kind of European subsidy fraud;

 

- PromotesTemplar Panama“, a real esate firm of Gonzalo de la Guardia which took investments for a condo tower they never built and which sold land next to resorts and marinas of Carlos Slim and Mel Gibson that didn’t exist. Templar employs one Martin Roy Lamb as its sales director, a convicted high yield investment swindler from Canada, and Winner tries to suppress exposure of Lamb on behalf of the Templar hustlers. Lamb, de la Guardia et al eventually resort to hacking this website to stop them from being exposed as a bunch of crooks;

- Promotes a project called “Canal Valley” which purports to be a resort community inside the Canal watershed – where no such communities are allowed to be built. Principals are a bunch of convicted stock swindlers from Canada who haven’t paid the land and the broker. Winner vows to prove that the project will be allowed by the Canal Authority, and then hopelessly fails to do so. Despite Winner’s support, project goes belly-up and we receive many emails from victims who lost their money.

 

- Promotes a shady former militia guy who goes by the name of “Rex Freeman” but whose real name is Marc Boswell and who runs financial frauds. As in, fake “investment clubs” and scammy forex things and online gambling scams. So Winner makes him financial columnist of Panama Guide, and defends him vehemently against ongoing revelations involving lots of stolen money, money laundering, fake cheques, arrests and prison. Cheered on by Don Winner, Boswell starts criminal defamation case against Eric Jackson of The Panama News and loses spectacularly after a Costa Rican arrest warrant for him is published on the front page of La Estrella.

 

- Starts defending Mary K. Sloane, a former Canadian lawyer who was disbarred for stealing client money and then came to Panama to steal some more by posing as a consultant and expat community leader. Sloane takes off again when too many people want their money back and was last seen running an MLM scheme featuring sanitary napkins (no joke!) from somewhere in the far east.

- Outs an anonymous source in a porn scandal that La Estrella wrote about, in which one of Winner’s friends is accused of producing child pornography. Claims that revealing the source’s identity somehow absolves his friend of everything.

 

- Promotes the Panamanian “businesses” of Monte Friesner, a Canadian psychopath and serial fraud artist with a criminal record from here to Tokyo which includes advance fee fraud, theft, money laundering, arson, assault, and so on. Serves as a publicist for Friesner and his accomplice Tatiana Nazarova running a never-ending series of bizarre nonsense stories;

 

- Takes a PR gig for Marcos Shrem, who sold arms to a Colombian right-wing terrorist group called the AUC, known for massacring women and children and cutting them up with chainsaws when they’re still alive. While his clients were busy butchering kids, Shrem laundered the proceeds of these sales through a series of questionable real estate schemes, we’re told. One of these schemes was a beachfront development in Gorgona where investors lost all their money – Don Winner’s job being to endlessly repeat that there’s nothing to worry about and all will be well, which it will not, but he doesn’t care as long as he’s being paid with the blood money of Colombian terrorists.

Jerry Ray Hall is the rightful owner of Panama-GPS Maps. Steve got caught embezzling from Jerry Ray Hall his former business partner working with Don Winner the serial teller of untruths par-excellent.

Don Winner as you might know, has had several run-ins with Jerry Ray Hall.  Don Winner (thief, crook, con-man, you name it if its a con Don Winner is involved,idiot and moron), over the years. It's because Jerry Ray Hall has caught Don Winner in so many crooked deals, Don Winner just can't hide from Jerry Ray Hall.

This scam is being pushed by Don Winner and Steve Magaric, who embezzled over $150,000 from Jerry Ray Hall. Don Winner just can't seem to make an honest living.

Don Winner is running around spouting off more lies with regards to Jerry Ray Hall.  Jerry Ray Hall was trying to protect his clients from Steve Magaric so he sent out this via email today: "I have found some units not purchased from a Creditable Resellers are getting units with a virus so that in a short time is completley disables the GPS. I just repaired 11 from Hertz that had very bad maps, and a virus on every unit causing the GPS units to stop operating."

Jerry is simply trying to protect what Steve and Don Winner have tried to steal Jerry's mapping business. Jerry Ray Hall is true supplier of GPS maps.

The true "brains" behind their operation was Jerry Ray Hall who built the company literally by driving most of the roads in Panama to get started. Then hired a programmer -Steve Magaric to help him with the task.  - and without Jerry Ray Hall there would be no company as you can see by Steve Magaric's actions by stealing from the company he was working for would have soon destroyed the company.

Jerry Ray Hall, introduced and paid for all software and development before Steve Magaric got involved. Jerry invested over $70,000 to begin this company. Steve Magaric had no money to invest so was hired as a programmer.

Upon termination of Steve Magaric it took Jerry Ray Hall one week to develop the map with all the updates. So you can see if Steve was so important to the company why didn't Jerry Ray Hall fail. It's because Jerry Ray Hall has started, run and built many multi-millon dollar businesses and understand what it takes to stay on top. JUST LIKE A BOY SCOUT HE WAS PREPARED AND EVEN KNEW Steve Magaric was embezzling from him, he was just waiting for the proof.  Steve Magaric refused to to update the map even though Jerry Ray Hall was paying him including bonuses.

The quality and reliability of whatever Steve Magaric is selling will quickly deteriorate over time he ran to Austalia to avoid prosecution. Anyway, you should use extreme caution whenever you deal with Don Winner in the Republic of Panama. He's a pathological liar, can't be trusted, and worst of all - he screws over his "friends and everyone he meet. Steve Magaric is another friend he as screwed."

Don Winner hates Jerry Ray Hall's guts because he has exposed Don Winner for what he really is on several occasions a crook, con-man, a thief, a fraud and best of all a complete moron.

Jerry Ray Hall has told us that he will continue to put a spot light on Crooks, Thieve, and con-men in Panama because he continues to stand for what is right and not for crooks.

Republic of Panama: OTI signs initial $6.9 mio electronic immigration control system contract

On Track Innovations Ltd. announced that the Ministry of Public Security of Panama has awarded OTI with a contract for the supply, design, installation and integration of systems to monitor and improve immigration verification processes and overall immigration flow. OTI expects to recognize revenues of approximately $6.9 million, with the potential for additional revenue in future years from follow-on contracts.

The contract provides for the supply of OTI’s end-to-end turnkey immigration solution, based on its proprietary state-of-the-art, field-proven eID Magna™ platform. The solution includes data enrollment and issuing stations, as well as individual means to verify identity tied to Biometric Automatic Fingerprint Identification System (AFIS), allowing for better control at border points and increased efficiencies.

Superbowl Sunday At The Balboa Yacht Club - Chili Cookoff

Paying a Traffic Ticket in Panama? It's Not As Hard As You May Think.

Paying a traffic ticket in Panama City isn't as "scary" as you may think. If you live outside of Panama City in the Cocle Province, you do not have to drive all the way into Panama City to take care of it. The closest ATTT (Autoridad de Transporte Terrestre something..) is in La Chorrera. The phone number is 244-3266.



The ATTT office is VERY easy to locate: as you enter La Chorerra, pass the Accel gas on your right, and as you come to the Texaco gas on your left, (NOT the one on the right) make the left. It's behind and to the left (west) of the Texaco pumps. Go inside, and go to the CAJA window. Present your ticket, and you will be asked for a Cedula, Passport or Nacional Driver's License. The attendant will ask if you are the owner of the vehicle ticketed, and put either your name (if it's not your car) or the plate number (if it is your car) in. He then has all the information on you in Panama: License status/previous tickets/outstanding tickets/passport status and registration status. The fine is only ten dollars for the summons. It was my first and I don't know if subsequent ones are more. I asked what would happen if you didn't answer the ticket. He told me there was a 10% increase in the fine per thirty days, and your registration will be blocked upon renewal date, you could expect problems at customs, then ultimately, if you are stopped by the policia, you can/will be arrested. The computer system is amazingly effective and thorough, and the local policia have hand-held versions.

The entire process took less than five minutes. So, if you get ticketed, don't just toss it, thinking it's too much trouble. You have thirty days to pay it, and the consequences of not paying it sound grim.

Metro Bus prepaid cards on sale

Prepaid cards for Panama’s Metro Bus system went on sale Monday, Jan 30,2012.



Daniel Guerra, manager of the new payment system for Metro Bus, said there are about 600 charging stations in grocery stores and 400 distributed in supermarkets, pharmacies and shopping centers in Panama City.

Prepaid cards cost from $2 to $50 while the minimum charge is 50 cents. The new system  for residents and tourists kicks in on February 15,2012. No card, No ride!

La Chorera International Fair 2012

La Chorera is hosting their International Fair from January 18th to the 29th.  Open all day and in the evenings.


This fair has a lot going on!  Busy little streets full of stalls offering everything from food to jewelry, hand made sandals, pots, pans and quite a few novelties.  Naturally there would be ponies to ride and a few animals to check out in the agricultural area.   A little further away, there is the flower section where you can buy anything from orchids to herbs.  Even the National Borders Guards were on hand to show off their jeeps and uniforms.
